Motivation

The VolumetricFlowRate PP at the moment requires a RC user object that builds on the nonlinear assembly routines.

Design

Introduce one more layer of abstraction for RC (until Nonlinear assembly SIMPLE is removed).

Impact

Will allow the utilization of VolumetricFlowRate with linearFV.
