Lower bound version of CC_DEGRADED_PEER_DEGREE_TO_EXCLUDE (#11840)

Backport of #11840. This helps reduce the number of false positive recoveries triggered by gray failure.

Note that the test in #11840 (ClogRemoteTlog.toml) is not present in this PR. That's because that test relies on new gray failure features not present in 7.3. For this specific change, the knob default (1) should not change any functional behavior. Increasing the knob to higher values like 2 would lead to less number of false positive recoveries.
