[FLINK-36850][runtime] Disable adaptive batch execution when batch job progress recovery is enabled

Brief change log

• Support IntermediateDataSetID generated from source JobVertexID and consumer stream node id.
• Disable adaptive batch execution when batch job progress recovery is enabled
