This is mostly: - newlines at end of files - removing blank lines at end of files - changing single to double quotes - black multi-line formatting rules - other whitespace edits

Awesome Paul-san! I didn't look at changes in details except .pre-commit-config.yaml

At some point in the past week or so the linter started running on PRs and marking them as failing builds. I'm not sure what changed to cause this - the related config and Github actions seem quite old - but this PR will make the linter happy, either by applying suggestions or relaxing the linter settings.
