CartCleaner does the following:

If a player exits a cart, CartCleaner will remove the cart, if it is not standing on a unpowered power rail in this moment.

Unpowered power rails are supposed to be "entry and exit ponts" for carts. So carts that are left while on those tracks will not be removed.

This keeps tracks clean and prevents players to crash into abandoned carts, stopping or even returning them in the other direction. Automated cart systems are not affected by this plugin. Only an exiting player will trigger the clenup.
