Change --nowebui default port to 7860

There doesn't seem to be any particular reason for this to be different. This way, it works consistently whether --nowebui is enabled or not.

7861... why did we do that initially ....

I'm 50/50 on this one
normally I would agree with you but considering that it's set to 7861 for a long time
it is totally possible someone may have code that is expecting 7861
