The PersistentDashboardStore (which stored the user's "last saved state" in Local Storage) is no longer needed. When users navigate to a dashboard, we now load either the default Explore state or the Home Bookmark state—no "last saved state" required.

This issue will also close https://github.com/rilldata/rill-private-issues/issues/164
