Add guild access gates

Some features will require that users have a certain threshold for permissions to oversee the server. We'll need the ability to check that a user has a certain role, or a certain permission within the server (e.g "manage message", or "admin"). This probably makes sense to have as a component that gates children, which then gets used in a layout component to allow whole pages to be blocked
