As per this PR: dotnet/runtime#100665 it appears that dotnet 9 apps will have native support for the $SSLKEYLOGFILE variable. Apps build in debug configuration will only need the variable set, while production apps will need to set a runtime config (which can also be done programmatically).
I haven't tested this yet, but it's committed and on the milestones for v9.
