eBPF should publish arm64 binaries with releases

Describe the bug

eBPF builds arm64 code, and other projects (e.g. xdp-for-windows) have taken build and test CI dependencies on this platform, so eBPF should release artifacts in future releases. The release documentation should be updated to make this a standardized and repeatable process.

Steps taken to reproduce bug

Visit https://github.com/microsoft/ebpf-for-windows/releases/tag/Release-v0.20.0, prior to arm64 binaries being manually uploaded post-release.

Expected behavior

eBPF publishes arm64 binaries for releases.

Actual outcome

eBPF 0.20.0 started building arm64 binaries, but did not publish them.
