Loading unstructured text file failed.

When open a plain text file I need to update the file unstructured\partition\text.py, function

def partition_text function:
    ... ...
    #with open(filename, "r") as f:  --> not working!
    with open(filename, "r", encoding="utf-8") as f:
        .... ....

to get it working. I am not sure whether this is a general issue or only for me.
