Why does the UI shift up after minimizing and restoring on iPad?

I have this same behaviour with multiple applications, only affects iOS, no issues on Android.

this is what it looks after minimizing and then restoring the app:

if this issue was only cosmetic then it wouldn't be much of an issue, but unfortunately it affects functionality, as any input while the app is in this state does not trigger where I tap. the app UI registers my tap about 40px higher than it should.. which lines up with the distance that my UI shifts upwards after restoring the minimized app.

I have noticed that if my device screen rotates, then this "safe area inset" is correctly restored.

can anyone explain why this is happening? I've been searching online for a solution for hours now but I have not found any solution yet...
