Stream metrics don't seem always reliable

We've that sometimes when restarting the relay, that some times the connection the active_control_planes metric sometimes is missing some control planes but looking at the missing agents, they are connected just fine, so it seems like maybe we're not always keeping and/or dropping these metrics in an unreliable way.
