5.17.2自动伸缩按内存使用率配置，伸缩失败

Describe the bug
初始安装版本5.17.0 升级到5.17.2最新版本，解决了资源监控不显示的问题。但是自动伸缩还是有问题。
k8s 测试过1.26.6 、阿里云1.28.3-aliyun.1 、1.28.5 都不能实现自动（内存使用率）伸缩。 设置固定内存大小可以实现自动伸缩。
