[ Feature request ] Toggle between scroll to move and scroll to zoom

Problem Description
rnote seems to lack the ability to toggle the scrolling behavior from moving the canvas up and down to zooming in and out.

Proposed Solution
Implement an input setting in General or Keyboard shortcuts that can toggle between the default behavior of Scroll and Ctrl+Scroll.

Additional Context
Coming from Krita and Gimp where I have this configured makes it difficult to navigate rnote for me, and having scroll function as move up and down is redundant to users who make heavy use of middle click free-movement.
