Update building documentation

We should update the documentation, there are deprecated minGW, make instructions:

• Add FetchContent instructions @DiamonDinoia
• add windows cmake instructions @DiamonDinoia & @janden
• Add matlab/python/octave/fortran instructions @DiamonDinoia, @janden, @lu1and10, @ahbarnett
• we should add pip and conda-forge instructions @dfm
• remove duplication in options and default to using presets.json @DiamonDinoia
• python pip install from source instruction to add @janden (after the foolproof command)

All install docs need to be reviewed for 2.3, including DUCC option.

Please check if the minGW instructions in docs/install.rst section 3), for the makefile route, are still ok. I added there in #511 that windows users should swtich to Cmake.

Just checkout on windows mingw, the makeducc branch makefile with FFT=DUCC or without still works.

I don't know the details of the one remaining item here: remove duplication in options and default to using presets.json @DiamonDinoia.
If this can be decided on, please do, and we can close this.
