AddressComplete not working in Staging

Description

When adding the "Address" component to a form, it does not lookup address, but has embedded hint text to "Start typing an address to search"

Steps to reproduce

1. Go to GC Forms Staging
2. Create a draft form
3. Add form element > Address (Verified address / AddressComplete)
4. Test filling out the form
5. See label/hint/embedded placeholder
6. No ability to search/lookup

Expected behaviour

The text shown "Start typing an address to search" should only appear if that feature is active.
The preview with "Address" via "CanadaPost" should only show if it works.
