Create gitter chat

I think it would be nice to have a gitter channel for this repo, so that we can discuss ideas and progress in a public way. I don't think I have the permissions to do this, however. altair-viz is not coming up as an organization I can create gitter rooms for. @ellisonbg what do you think about creating this room?

Saul, great idea! @jakevdp - what do you think about an altair_viz gitter channel? I am in favor of this at the org level. We will have to look into the needed permissions in the GitHub settings.

@kanitw I forgot that existed! I am able to get in, but when I open in an incognito tab, it wants a login. I don't think you can have a public slack, right? Has to invite only? I could be wrong though.
