How was /usr/local/lib/ added to LD_LIBRARY_PATH

I built with the checkinstall methods under Ubuntu 22.04.2 LTS, and install the built packages to another (Debian 12) machine, and I'm getting:

$ magick -version
magick: error while loading shared libraries: libMagickCore-7.Q16HDRI.so.10: cannot open shared object file: No such file or directory

$ ldd /usr/local/bin/magick
        linux-vdso.so.1 (0x00007ffcc05fd000)
        libMagickCore-7.Q16HDRI.so.10 => not found
        libMagickWand-7.Q16HDRI.so.10 => not found
        libc.so.6 => /lib/x86_64-linux-gnu/libc.so.6 (0x00007efe0fc90000)
        /lib64/ld-linux-x86-64.so.2 (0x00007efe0fe87000)

Adding /usr/local/lib/ to LD_LIBRARY_PATH partially solve the problem. So I'm wondering how was /usr/local/lib/ added to LD_LIBRARY_PATH under my Ubuntu, and I'll try to do the same with my Debian.
