[Bug]: Confirmation Redesign - Redesign screens (Contract Deployments, Contract Interactions, Sends) are not displayed if I have Decode smart contracts toggle off

Redesign screens (Contract Deployments, Contract Interactions, Sends) are not displayed if I have Decode smart contracts toggle OFF

Expected behavior

We should see the redesigned screens, as long as I have the Improved transaction requests toggle ON

Steps to reproduce

1. Go to Experimental Settings
2. Make sure you have the Improved transaction requests toggle ON
3. Go to Security & Privacy
4. Toggle Decode smart contracts OFF
5. Trigger any tx/contract deployment/contract interaction
6. See the old design screens are displayed
