The measurement parameter "M" is optional according to the shapefile spec

Shapefile.jl does not currently handle this. I guess we need to check the offsets to see if M should be there or not. We also need a way to embed that in the type too. GDAL uses PolygonZ, PolygonM, and PolygonZM.
