BOINC kills desktop file folder shortcuts

Describe the bug

After installing Cumulative Update for Windows 11 Insider Preview (10.0.22635.4580) (KB5046733) and 2024-11 Cumulative Update Preview for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 all my desktop file folder shortcuts plus recycle bin and This PC shortcuts don't work.
If I quit the BOINC Manager application, the desktop shortcuts work.
Restarting BOINC inhibits the desktop shortcuts.
