I've been meaning to do this for a while. I'll see if I can get the build pipeline setup for it tonight.

For the most recent releases, v0.13.0 and v0.14.0, we've included harper-cli, even though it is considered a debugging tool. As such you shouldn't rely on consistent behavior from it.

I'm going to close this issue. Feel free to open it again if there are any problems with the published binaries.
