ANN4j is a Java Package, or pre-cooked Java code that implements ANN in an Object oriented manner.
No installation required. Just download the source code from here place it in a directory and import the package. No dependencies or requirements.
ANN4j find its use for research purposes for researching on new ANN algorithms. It makes use of OOP concepts to make it easier to develop new ANN algorithms. More information.
