[Setup]: How to install/apply the "torch" cache file? (THIS IS NOT AN OPTION WITH REMOVING "VENV") #9891

There was a comment about SSD. So my answer is, yes, I have a weak PC, but this does not prevent me from using the program, this is the problem of the "torch" installation process itself, namely [INSTALLATION] and [CACHING] at the same time, this is the same as installing and deleting heavy programs with a large "NUMBER of FILES" on the HDD at the same time. |

Do not advise me to remove venv and so on, when removing venv, installation and unpacking is going on, I also need these 2 processes to work separately because my disk freezes.
I can use the version that was installed after the system freezes, but I don't guarantee full functionality.
So I need another way.
I also installed "torch" using the --no-cache-dir command, but the startup process becomes too long (but the system does not hang during installation)
Is there a solution to this problem?
