Error during first run of webui-user.bat

I installed Automatic1111 using instructions from https://stable-diffusion-art.com/install-windows/

Installed version of Python is 3.10.6. First time run of 'webui-user.bat' threw an error (see code box below).

I searched github for previously reported issues and tried all the commonly mentioned solutions, i.e., verify python version, delete venv folder, update pip (initially pip was at an older version), and finally edit 'launch_utils.py' to change torch/torchvision version to 2.2.0/0.17.0. None of these worked and error was still the same. How do I fix this?
