--skip-install in webui-user.bat doesn't seem to work for me after recent update

not sure if it's a bug or a user error, here's what i have in webui-user.bat

set COMMANDLINE_ARGS= --skip-install --xformers --medvram --medvram-sdxl --no-half-vae

is that formatted right? it worked in the previous version. now it doesn't. could be user error so let me know.
