WebUI stuck at Installing requirements

I updated to 1.8.0 version and now it's stuck on that step:

Installing requirements

I tried to install it from scratch to new folder and got same problem.
Firewall shows Python process downloading something but at very slow speed 100k/s
What should i do?

Problem solved by itself, after about an hour it installed and launched

I've been waiting for more than 2 hours, and Task Manager shows 0% utilization by the process -- should I just quit or could it still be working?

Ohp. I hit the enter key in the command window and it showed "Launching Web UI with arguments:," then went on apparently running a python script:
