Torch installed manually - how to disable WebuI from reinstall torch

Hello,

I couldn't install torch with webui-user.bat.

I have download the file torch-2.0.1+cu118-cp310-cp310-win_amd64.whl and installed it manually.

When I run webui, it tries to download torch again.

How can I stop webui from download and install torch?

Windows 10, 64bits, python 3.10. pip3 newer version
