Unable to run bat files cause windows CMD is broken.

I am unable to start stable diffusion or in fact any CLI only application cause my windows cmd is broken and no fix (Solutions from google with sh*t like system file checker, environment variables, shortcuts etc...) nor windows reainstall / update helped to fix the issue with cmd. PowerShell does atleast start up but its unable to run bat files for some reason, it just closes and reopens with weird broken command line thats just empty. Tried GIT CMD aswell, doesn't work either. GIT BASH works but it refuses to run bat files aswell so like what the hell am i supossed to do. I CBA installing linux or any other 2nd OS just to run CLI apps. I wonder if someone could make an .exe that has the .bat scripted into it so it doesnt have to run command line.

In my case, run powershell first, navigate to the sd folder, and use the dotbackslash webui-user.bat command .\webui-user.bat. It wouldn't run any other way and doesn't give meaningful errors if you just try to run by clicking the batch file.

I already tried powershell and it doesn't work either, after i type the command in it like closes and reopens bugged powershell thats like 10x10 pixels and doesnt even accept commands or anything, its just blank and not responding.

Maybe try to download some alternative for CMD.
Other case is make "factory reset" or clean Windows reinstall with total format of hard drive. If you made "re-install" in past and its not help - then it was not a "total" reinstall and broken files not replaced. For sure test your RAM for errors (memtest several runs).
