Too slow to install PyTorch and GFPGAN in China mainland

VPN/proxy software cannot take any effect to pip, though I enable global proxy. How can I install these components manually?
中国大陆安装 Pytorch 和 GFPGAN 太慢了！而且即使开了全局代理 VPN，也并不会代理 pip。如何手动安装这些组件？

Use your phone internet, it is faster. Connect your computer to your phone's hotspot. That's how I do it.

Same issue.
you need to download the pytorch and pytorch vision file from https://download.pytorch.org/whl/torch_stable.html
when you run the webui-user.bat file. it will show which version it is tring to download, go download the same version.

and manually install it, not just using python command, but go to the XXX:\XXX\stable-diffusion-webui\venv\Scripts folder and use windows powershell (cmd).
Type: XXX:\XXX\stable-diffusion-webui\venv\Scripts\python.exe -m pip install torch-2.0.1+cu118-cp310-cp310-win_amd64.whl (type your own version pytorch file name, my version is 2.0.1+cu118-cp310)
